Judge Denny Chin, in an opinion issued in the Federal Court in Manhattan, said that even the new deal stemming from the 2009 agreement left Google with too much power in the emerging world of digital books. 

The Department of Justice welcomed the ruling as did many of Google's rivals including Microsoft and Amazon.
