Google and Verizon yesterday published a joint proposal on the regulation of internet traffic, advocating a system under which net neutrality is guaranteed, with all online services treated equally, while operators are given the right to charge a premium for carriage across higher-quality connections separate from the public internet. Google CEO Eric Schmidt described the proposal as “a real step forward”, but pressure group Free Press condemned the plan, saying it would "divide the information superhighway, creating new private fast lanes for the big players while leaving the little guy stranded on a winding dirt road".
